SB2 Announcement at the Capitol.On March 8, 2005, Governor Ernie Fletcher signed into law Senate Bill 2, also known as the “e-Health bill.”  This legislation, co-sponsored by Senate President David Williams and Senator Daniel Mongiardo, establishes a vision and a process for the development of a secure, electronic network that will facilitate more accurate, efficient and confidential sharing of health information.

The result of collaboration by the Governor, a bipartisan group of legislators and the Kentucky Cabinet for Health and Family Services, SB 2 authorized the creation of the Kentucky e-Health Network and the Kentucky e-Health Network Board, which is charged with its development and oversight.  As the board and the Fletcher administration begin their efforts to develop this network and improve health care for Kentuckians through the use of health information technology, their decisions and progress will be featured on this Web site.  More detailed information regarding Senate Bill 2 (now KRS 216.261-269), including the complete legislative history and text, is available here through the Kentucky Legislative Research Commission.
